(How did the aggregated user count change?) For most languages, four or five years ago, your only choice was contributing to the English Wikipedia, unless you were fanatic enough to enjoy working on a 100 article strong wiki with three other guys; today there are serious contenders for the time of the potential editors in several dozen languages. Maybe the smaller wikipedias are sucking users from the English one. (How did the aggregated user count change?) But there's going to need to be a serious push on community standards.
